How I do it is to paint the light source (the eye) dark to light from edge to center. Then use the middle tone of that and get some Lahmian medium (from GW or any other medium) and mix 50\50ish use a tiny bit and paint around the eye. That is how I did my Minotuars. The real art to it is how much and where you put the glow. Currently still working that out lol
